I purchased an older model 20 ga Uggie (Amrican Import Co.). I am trying to figure out the the chokes. Both barrels are marked 15.4 and 15.7 under the forend? Any info would be appreciated

Those numbers are bore size in millimeters. 15.4=.6067 15.7=.6186
These are bores sizes after proof. Should have another size stamped or choke stamped by numbers. Standard bore is .615-.620 (15.6-15.7)

The choke markings are RIGHT NEXT to the barrel flats. Sometimes there are markings 4-6" from the edge of the flats which don't take into account the choke size. Should be two mm markings one above the other on each barrel.
Sometimes the 28" barrels are marked with asterik like stars; two stars improved modified and 4 stars improved cylinder. Other 28" barrels are mod and full. The 26 inch barrels are ic/mod.
You have a Falcon model. If it doesn't say it on the barrels it will say it on the watertable of the receiver. Very good guns. I love mine. Actually better fit and finish than the model 30 or Grade I and they pre-date the 30 or Grade I. Significantly more engraving and about 22-24 lpi checkering. There is a good chance the 20 ga. Falcons are 6 lb or under.

I just checked mine and the stars are on each barrel with the mm bore size right under the stars.

on mine
left barrell- 2 stars
right barrell- 3 stars

 Hi according to the "Stars" your gun is choked Improved Modified (2 stars) and Modified (3 stars). But don't take these as fact. A lot of Spanish guns are choked tighter than they are marked. The only way to tell is get a good bore gauge (like a Skeets) and pattern the gun. Different loads will pattern different than what a gauge or stars show.
The Stars may get you in the ballpark, but don't count on it. My sons AyA Matador is supposed to be choked IC/Mod, but is infact IM in both bbls. Patterning the gun did show that the gun throws IM patterns in both bbls.
Just a trail and error game with chokes and choke markings.
