Garlic stems are quite often misnamed or mis-labelled. There is the long round, curled type with a flower bud at the tip (garlic scapes). There is also the long flat type that looks like green onions, flattened. Both are delicious.
The simplest recipe is a veggie side. Just flash fry in a hot wok with oil, minced garlic, a bit of sugar, a dash of soy sauce.
Using that basic recipe, add some ground pork/beef, sliced Chinese sausages, sliced beef, tofu, etc, for a main.
The flat type requires almost no cooking, so add the stuff near the end.
One of our faves in our house.

Just to add a little what Ben said. We have garlic clives in the garden and use them quite a bit. When the garlic clives bloom, as well as garlic, we use the blooms in stir fries and such. My daughter loves them in Raimen type soups.
